Level 311 is a desolate, snow-covered city that offers both an eerie sense of peace and hidden dangers.

Description:

Level 311, commonly referred to by wanderers as "The Snowy Oblast", is an abandoned urban environment resembling a Soviet-era Russian city trapped in winter. The level features a consistent layout of brutalist architecture, crumbling high-rise apartments, empty streets, and snow-covered parks.

Level 311 is perpetually trapped in a never-ending night. Dim streetlights flicker intermittently, casting eerie shadows across the snowy streets. The skies above Level 311 are overcast with a pitch-black sky, and light snowfall is constant. Temperatures remain at a steady -10°C (14°F), although wanderers report not feeling cold.

Vehicles and buses are abandoned in place, covered in frost, as if frozen mid-commute. Wanderers report that the vehicles doors are impossible to get into as the doors are frozen. The air is eerily quiet, with the only sound being the crunch of snow underfoot.

Level 311 can be a good resting point for wanderers seeking safety, though its psychological effects may deter long-term stays. The silence and isolation can cause wanderers to have hallucinations or sanity loss over time.
The city could have had a big history and might have been as big as Level 11, based on depictions of the murals in the train station.


Key Features:

The Plaza:

A vast, open square dominated by a massive statue of an unknown figure in a military uniform. The statue’s face is weathered and unrecognizable.

The Train Station:

A central hub containing abandoned, snow-filled trains. Several entities lurk about the station, so be cautious upon arrival. On the walls of the station, there are faded murals of past industrial achievements. Wandering too far into the darkened tunnels beneath the station may lead to other Backrooms levels.

Apartment Blocks:

Endless rows of identical high-rise buildings. Their interiors are sparsely furnished, with signs of prior habitation such as children’s toys, broken dishes, and glass bottles. Watch out for some unstable floors, as there are many. Lights of different colours (mostly an eerie pink or orange) occasionally flicker in random windows, though the source of this power is unknown.


Notable Phenomena:

Liminal Fog:

A heavy mist occasionally rolls through the streets, muffling sounds and limiting visibility. Wanderers caught in this fog experience immense memories of their time in the frontrooms. Wanderers will become disoriented and overwhelmed with nostalgia if they come in contact. If they don't manage to escape the fog in time, then they will be lost in hysteria and fade into the level as if they were never there. To avoid it, stay in the buildings for shelter. It is theorized by wanderers that the fog was created in the city and caused the desolation and wreckage across the city.

Snow Anomalies:

Wanderers have reported that footprints made in the snow disappear within minutes. Similarly, snowballs thrown into the air vanish mid-flight. Additionally, some parts of the snow sometimes do not render in properly and have no texture, like in a video game. Shortly after, it will return to its normal state.


Entities:

The Train Station of Level 311 is a dangerous hotspot for entities, with Skinstealers and Hounds lurking about the station. The Hounds hunt in packs around the station but never leave, probably because of the Liminal Fog. It is currently unknown what effects the fog has on entities, but experiments by M.E.G. will be organized in the future. Additionally, the silence and isolation can cause psychological stress to wanderers, leading to hallucinations or sanity loss over time.


Entrances and Exits:

Entrances:

  • Finding a snow globe in Level 11 and shaking it while staring at a window can transport you to Level 311.
  • Walking onto a frozen pool in Level 37 has a chance of leading here.
  • In Level 4, stepping into an empty freezer with a temperature gauge stuck at -10°C can bring you to Level 311.

Exits:

  • Entering the tunnels beneath the train station may lead to Level 6 or Level 36.
  • Opening one of the apartment doors marked with a red star can take wanderers to Level 13.
  • Climbing to the roof of a high-rise building and walking to the edge can cause wanderers to wake up in Level 0.
  • Finding an old game cartridge resting on one of the benches will bring wanderers to Level 40.
  • Swimming in an ice-cold pond will take wanderers to Level 7.

- "This place is strange, it doesn't feel right at all. I swear I saw something move! The apartments remind me of home."

- "I thought I saw my friend standing at the edge of the plaza, but when I got closer, there were only footprints leading into the fog. My friend is dead; that was not him."
- Log #3:
- "Please, please don't go into the fog. Don't be taken by it like it took me. I. Loved. Them."
