You can enter this level by Level 9, The Suburbs. You can also Enter by getting tricked in level 29, You can also enter by no clipping through a Pitch black door in Level 71, Void Basement.
Exits
You can exit by no-clipping through a Door that is covered by latex, and you will be teleported to the start of level 71, But that happening is a very low 20% chance. You can also leave by tripping on something pitch black in this level to be teleported to Level 466.
